Environmental Risk Assessment and Communication

CPT is highly concerned about the impacts of plant operation on the environment. Not only are comprehensive environmental management systems in place, environmental evaluation and risk assessment management procedures are also established. As well Taiwanese plants use online management systems to perform comprehensive risk assessments and appropriate designations for risk level classifications.

  • Response to the Discharge Standards regulations

      The EPA amended and published the "Discharge Standards" on December 15, 2010 to strengthen the control of the waste water from the high-tech industry. They set the limits for gallium, indium, molybdenum, total toxic organics and bio-acute toxicity for the photonic materials and component manufacturers as well as the technological industrial park. The limits went into effect in January, 2012.

      As to the bio-acute toxicity (TUa), EPA published to remove it from the current discharge standards on October 12, 2012 and these items are managed under the "Water Pollution Control Measures and Test Reporting Management Regulations". Due to the special nature of the manufacturing process in the photonics industry, the discharge has a higher ammonia and nitrogen content which have an effect on the receiving water body. Thus, it is necessary to control the content of ammonia and nitrogen in effluents. Ammonia and nitrogen are controlled items and there are a 2-phase standard for their control. The control standards of 75mg/L went into effect on July 1, 2013 while the control standards of 30mg/L will go into effect on January 1, 2017. The self-inspection conducted by the Yangmei plant, shows that the ammonia and nitrogen contents in the discharge meet the 2-phased control value decided by EPA.

      Lungtan plant authorizes the inspection company approved by the EPA to conduct inspection. The results show total compliance with the current and future legal requirements.

  • Protective Action for the Xiaoli River

The Longtan plant met the criteria of the environmental impact assessment and review in 2001 and it was granted an effluent discharge license in 2003. The plant discharges its wastewater into the Xiaoli River in Taoyuan County as required by the law. However, due to the unique environmental conditions of Xiaoli River and the volatility of government policies, CPT was unable to implement plan to redirect discharges to Laaojie River. CPT actively develops process waste water recycling and zero emission technologies to defuse emission controversies. The company pledges to accept monitoring by relevant authorities with regard to the goal of process waste water recycling to speed up plan implementation. The full waste water recycling system was completed at the end of 2015. (2016.08.19 updated)

  • [Longtan Plant] Wastewater Recycle System

    1. CPT Policy: The Longtan Plant Wastewater Full-Recycle Zero-Effluent Project isone of CPTs top 10 goals of 2015.
    2. Commitment: This project was launched in January 2014 and is expected to achieve full-recycle zeroeffluent of wastewater at the Longtan Plant by end of 2015.
    3. Goal: When zero-effluent is achieved, approximately 17,960 tons of water can be recycled each day (RO filtered water 16,480 tons/day and evaporator recycled water 1,480 tons/day). Water evaporated from the cooling tower and water escaped into the air is approximately 5,518 tons/day. Water output from firsttime compression (RO Reject) is approximately 1,500 tons/day and second-time compression 150 tons/day. Water from city supply is approximately 5,558 tons/day and organic and inorganic sludge produced is approximately 20 tons/day respectively.
    4. Progress Review: Project review meetings include weekly design procedure and projectinterface meeting, monthly full-recycle progress tracking meeting and quarterly joint supervision meeting with representatives from Hsinchu and Taoyuan County Government. Up to end of 2015, 100% of the project is completed. (2016.08.19 updated)
    CPT Longtan Plant achieves the goal of full waste water recycling and zero emissions CPT spent a total of NT$ 1.2 billion on a full waste water recycling and zero emission project for Longtan Plant that lasted a total of 22 months. The effluent pipe sealing ceremony was held on December 30, 2015. CPT has made a longterm commitment to incorporate environmental protection as a key business goal. Annual budget allocations of NT$ 100 million cover environmental handling fees. CPT has pioneered the adoption of a full process waste water recycling and zero emission system in Taiwan, which represents a huge step forward in the protection of the natural environment and fulfillment of CSR on the part of CPT. Thermal energy generated through electricity and Diesel represents the main energy source for the recycling system. Heat circulation recycling ensures minimal energy consumption for the execution of waste water recycling. Water is an indispensable precious resource not only for TFT-LCD manufacturing but also for the global environment. This recycling system allows the reuse of process waste water upon treatment. The recycling rate for the whole plant can be increased from 85.2% to 100%. This allows an annual decrease of running water consumption by 5.5 million tons. The full implementation of water resource recycling and reuse ensures unlimited recycling of every drop of water. (2016.08.19 updated)
Environmental Protection Administration, Mr. Wei, on a survey tour to Xiaoli Creek and zero-effluent projects of AUO and CPT. Minister Wei was concerned of the effluent issues of AUO and CPT, which have manufacture plants upstream of Xiaoli Creek. On June 4th, Legislator Hsu Hsin-Ying, accompanied by the Taoyuan and Hsinchu County Directors of Environmental Protection, surveyed the zero effluent project of AUO and CPT. Representatives from the two companies briefed Legislator Hsu on the technology and project progress of the full-recycle zero-effluent system and the status of Xiaoli Creek. Minister Wei commented Taoyuan and Hsinchu County for the open and transparent supervision platform and expressed his affirmation on the progress of the full-recycle zero-effluent project.
Longtan Plants river adoption activities, Jun. 10th 2014:
As part of our corporate social responsibility program, CPT is committed to maintaining the health of our environment and homes. The Longtan Plant adopted the "Care for Xiaoli Creek" program and invited the community to participate in the actions to safeguard our rivers.
Taoyuan County River Cleaning Carnival, participants from the local communities and schools participated in the kick-off party, Jun. 21st 204:
CPT led its employees and participants from the Sanhe and Sanshui Communities and Sanhe Elementary Schools in the one-month-long Taoyuan County River Cleaning Carnival series activities. The event was successfully closed at the grand participant assembly ceremony held at riverside of Taoyuan Citys Chingkuo District on June 21st. CPTs employees demonstrated their vitality and commitment to corporate social responsibility in this event.
